I didn't have garlic cloves,but used about 2 teaspoons of garlic powder.For the green pepper, I subbed about 2 tablespoons of green/red freeze-dried peppers.Also, instead of a regular can of diced tomatoes,I used the same size can of diced tomatoes that were seasoned with basil,oregano,and garlic.After mixing together the sauce and pasta,I placed half of the pasta/beef mixture into a deep 11x 7 inch pan.Then I placed half of the mozzarella cheese on top and covered that with the remaining pasta/beef mixture.Then covered that with the remaining mozzarella and parmesan. :) Due to what was on hand,a couple of changes were made to the recipe. I made this recipe on 3/24/13 for mine and my SO's dinner,but most importantly for the " Billboard Recipe Tag Game ".
